This latest version of the Elementary and Secondary Education Act shifts significant K-12 responsibility away from the federal level. States will set their own academic goals for students, within certain federal boundaries, and have more control over how to turn around low-performing schools. But there are plenty of other changes to come, and regulations under the law are still being hammered out, while members of Congress watch the rollout, many of them looking to keep the U.S. Department of Education on a tight leash.
